No wonder. When no electricity at receptacle charger should not work
Try power cycling it, I had this happen to my HP Omen 15 and also an old Lenovo T470. What you do is you take off the bottom cover of the laptop and disconnect the battery. Then, press the power button for ~30 seconds. Reconnect the battery and try charging it again.

The battery is removable on all Lenovo Thinkpad models. Use a screwdriver to remove the back cover, locate the battery and disconnect it. You can find a guide on YouTube easily.
Try with another charger (usb-c if it supports it), I had my T470s fail me constantly on charging and it needed specific charger angle to work. Problem is like some kind of filter on charging cable. Maybe try taking to nearby service or getting another charger.
If the computer stops responding and you cannot turn it off by pressing the power button, remove the ac power adapter first. Then insert a straightened paper clip into the emergency-reset hole to reset the computer.

Do you have a multimeter? If so set it to DC, plug the brick in and connect 1 prong to the outside and 1 to the inside (assuming it’s a circle port with a big empty circle in the middle). If there’s voltage going to the plug, it’ll show up there. If there’s no voltage, buy a new brick.
