Yes, it’s broken but definitely fixable. You’ll need a new back cover at least, as the hinge has torn out. If the hinge feels stiff and there’s no adjustment screw, replace it to prevent future issues.
That’s a classic issue with the HP Envy models. The hinges break easily due to their design, where metal grommets are embedded in cheap plastic. Many repairs for this exact problem come into my shop. It might be cheaper to just get a new laptop than to fix these recurring issues.

The hinge failure is due to inadequate strain relief by design, and there’s even a class action lawsuit about it.

Is that an HP Envy? Typical for HP, they glue the hinges directly into plastic. It’s definitely repairable.
You can fix it by loosening the hinges and using a strong epoxy to reattach the parts that have come off. Or, you might consider buying a new lid and loosening the hinge to prevent further issues.

A good repair shop might be able to fix this. I had a similar issue with my MSI laptop hinge.
Some models are prone to this hinge issue. I had a similar problem with my laptop, affecting its ability to power up unless squeezed together first.
