To determine if it’s safe, inspect the motherboard for damage. If the damage is only to the case, it might still work, but if internal components are loose or damaged, it’s risky. Did you buy it as ‘used’ or was it damaged in shipping? If it was damaged during shipping, return it.

Technician here with over 30 years of experience. It’s worth trying to turn it on if the damage seems mostly cosmetic. Hopefully, the motherboard wasn’t cracked. External shells are inexpensive, by the way. The damage you described sounds like it’s near a rear screen hinge, which is under a lot of tension but typically doesn’t lead to electrical failure.
The only way to find out is to try turning it on.
The most concerning issue would be potential damage to the battery, which might have been impacted and punctured. Other than that, the damage looks cosmetic.
It should be safe; shipping a damaged battery violates shipping regulations.
Contact eBay customer service for a refund. You might be allowed to keep the device. If the internals are undamaged, you could potentially fix it or repurpose the storage.
How can you be sure it’s an electrical fault and not just physical damage from impact?
This is a laptop, not a bomb. The damaged part is probably just plastic and should not cause any functional issues.
