I would recommend an Elitebook. The AMD 4000 series processors significantly outperform the 8th gen Intel CPUs, and the Vega iGPUs offer better graphics performance than the Intel UHD620.
What are the specifications for the Elitebook?
The EliteBook has newer, faster hardware and similar build quality to comparable models.
I’ve been using an EliteBook from 2015 and it’s been reliable. I’m considering upgrading to another EliteBook, especially because of its AMD CPU and iGPU which generally offer better performance than Intel’s offerings.
The HP model likely has an AMD Ryzen 7 Pro 4750u. If performance is a priority, especially for gaming, go with the HP. It has better CPU and graphics performance compared to many Intel counterparts.

However, there might be better options in your price range that you should consider.
I’d choose the 845 G7.
I’d opt for the Elitebook, as it has more capable hardware than the Yoga.
Does HP have a hinge problem?
4th and 7th gen CPUs are too old at this point.
None of these laptops should cost more than $200.
8th gen might be too slow for current applications, especially as we’re approaching 2025. I have a 7th gen i7 and am starting to see issues.
I would look for a used Thinkpad.
The ThinkPad X1 is too old, you can get a good T14 for a similar price.
Having owned both HP and Lenovo laptops, I usually prefer Lenovo. However, given the specs mentioned, I would go with the HP this time.
The ThinkPad X1 Yoga 4th gen had battery issues in our fleet.
