If OP can find a copy of Windows 11 IoT LTSC, that would be better for this machine.

Get a new one. This won’t run Win11 anyway. You’ll need a new one soon. You probably need a new motherboard too.

While the CPU is garbage, it can be given a new life with something like Linux Mint and be usable without maxing out at 100% usage.

Save up for a new one, and for goodness’ sake, don’t buy anything with a Celeron or Pentium if your budget allows.

Use Linux.
It’s just a Dual-Core 6W TDP processor. For its age, it’s not powerful, and simple tasks can push it to 100% like loading applications or browsing graphics-heavy content. It won’t stay at 100% constantly, but you’ll notice it often hits that mark with these processors as they don’t scale much (1.10 GHz base - 2.60 GHz boost) and have few cores for multitasking.
Check the “Performance” tab to see what the processor is doing.
Sort by utilization, but given your CPU, congratulations, you’ve got the slowest CPU available. It’s literally garbage and won’t run anything usable quickly.

I bought this during the pandemic and knew nothing about PCs; it cost me $650 at that time. I’m regretting it now.
