Hereā€™s what I understood from what Iā€™ve read: 

The stick of RAM was faulty and caused some system errors. 

The graphical glitch is caused by the faulty RAM/ driver because the iGPU uses the RAM as VRAM. 

Now the system is corrupted because of the error generated on installation. 

A solution: cancel everything, donā€™t use the new RAM (return it because itā€™s faulty) and create a new USB with windows media installer to reinstall windows. 

ON INSTALLATION format the drive of the laptop, nothing needs to remain.

Ugh in a bit of a rough spot basically my desktop motherboards second nvme ssd slot does not want to read the nvme ssd. Should i just proceed without deleting the data on the drive?

You can format the drive with the USB for installing windows, when youā€™re choosing on which partition/drive to install windows 

No need to attach the SSD on another computer.

Alright i wiped it on the pc now im installing the windows 10 to the usb

The issue is windows /j
Look up the error code and see if thereā€™s any possible fix
If not just wait and hope it fixes itself eventually

Did the screen suffer any physical damage? BSOD aside, looks like a damaged screen.

Nope just replaced it a few days ago its only that screen where it shows that

Try to restore bios settings to default. It can help if itā€™s problem with settings

try windows repair and OS reinstall with a usb. Worked for me.

Incompatible ram and I bet the bios is locked so only solution since itā€™s dell shut it off wait 5 mins and press the power button three times then see if it boots without issue. But the other issue is dell needs ecc laptop memory because they error correct on boot so you need to disable ecc mode somehow if itā€™s possible . Also could be that you didnā€™t actually shut down your PC and it was in hibernation so maybe you should also remove the battery whilst doing what I suggested .

Windows 24h2 also has been bad for some systems so try to get an older iso if it continues to give you issues . Just update within the is and when they fixed your specific model they will upgrade you to the 24h2.
