It’s just a 2nd-gen i5, 4GB RAM, and a 120GB SSD, so not that crazy.
That tape might be holding the Wi-Fi antennas to the motherboard—maybe there was an issue with the connections.
Someone likely upgraded the SSD. I’ve rarely seen a manufacturer use Crucial drives. You can replace the tape with something more appropriate, like Kapton tape.
A previous owner or repair tech probably thought masking tape was “good enough” because they didn’t have Kapton tape.
